| INTRODUCTION Louisiana Construction Management & Services, LLC, was founded in 2000 to provide clients with Project and Construction management, inspection services, consultation, and training in the areas of fabrication, construction and installation of land based, in-land waters or offshore structures and facilities. We are a duly registered, fully insured, debt free company licensed to perform heavy oilfield construction in the state of Louisiana, and are a DOT/OQ certified contractor on ISNetworld. We provide highly skilled personnel that are specialists in their fields and who are most responsive to client needs. Other services provided include Permitting, oil and gas evaluations and marketing, and Engineering. We understand that every client has a unique need and we are prepared to service that need. Louisiana Construction Management & Services, LLC personnel have the experience and skills to function successfully in today’s demanding Petrochemical market. Our personnel have worked in many areas of the world including Africa, Mexico, Brazil, the Middle East, the Far East, Venezuela, India and the North Sea area. CONSTRUCTION AND MANAGEMENT SERVICES Project & Construction Manager personnel have extensive field fabrication, pipeline, installation and hook up experience and have served as Project Managers, Construction Superintendents or Managers and have QA/QC backgrounds. We can match the right person to suit your individual need. Engineering Services can be provided for a variety of projects. Through our affiliation with a number of engineering firms, we can provide most of your Professional Engineering needs. EPIC Contracts can be done through our Company’s in-house staff and our working relationship with partnered companies. We pride ourselves on being a one-stop shop for you, our customer. INSPECTION SERVICES While the uniqueness of each client dictates the exact service needed, Louisiana Construction Management & Services, LLC provides: Visual Inspection services are provided by a professional staff of experienced personnel to provide project inspection and or Supervision of inspection on large projects that require inspection teams. We pride ourselves with our affiliation with some of the most technical and professional people in the business. Our inspectors are specialized in the many different aspects of the construction process. Whether it be visiting vendor plants or mill sites, to verifying customer specifications, witness tests, or reviewing non-destructing testing we can provide the right person with the working knowledge to do the job right. Welding Inspectors have experience in all areas of construction. We can provide personnel with or without CWI Certification, depending on the circumstances. All of our own welding inspectors will have hands on experience on the process used and are familiar with API, ASME & AWS codes and specifications. Inspectors trained in metallurgy and who are familiar with double submerged arc welded, electric resistance welded and seamless pipe, as well as oil field tubular goods; inspect the plate, pipe and tubular products for complete adherence to client specifications. Coating Inspections is provided to insure quality control during the application of anti-corrosion protection. Our personnel are NACE certified & familiar with SSPC codes and standards which will ensure the finest finished product possible. Quality Control during application of anti-corrosion coatings for structural steel, pipe and other equipment is essential to achieve proper corrosion protection. Experienced personnel ensure that application of the required protection material conforms to the client’s specifications or standards applied. Utility Inspection is available for land projects in desired capacities. Our personnel will insure excavating, burial and completion work is done in accordance with all specifications and regulations. Inspectors with varying backgrounds and experiences for are available for work on pipeline right of ways or station construction sites. One or more inspectors can be provided to supplement the client’s on-site staff. Electrical and Instrumentation inspectors provide QA/QC services during all phases of construction, testing, installation, start-up and modifications. OIL & GAS SERVICES Marketing Opportunities in the oil and gas business it is critical to maximizing cash flow. Through our years of experience in the oil and gas industry we can address the marketing opportunities available in any location. We offer services on new well sites, new production as well as enhancing old production values. It is our belief that a major part of the development of an oil and gas field is marketing. Pipeline Interconnects and Testing is another major part of development of an oil and gas field. As a result of working with the major Pipeline companies on a regular basis, we have established a working relationship affording quicker response and fewer delays on field production. Land Work is one of the most important aspects of the Oil and Gas business. Our staff and affiliation with Professional Land Men can and will serve your needs in acquisition of Land, Rights of Ways, and abstracts and surveys. Permitting process can be very time consuming. We can assist you in State and Local Permitting. Our relationship with State and Local offices are being continuously nurtured to increase the ease of obtaining permits in a cost effective and timely manner. Site Evaluations and Preparations are time consuming and expensive. Let us aid you in evaluating your next proposed site and locating the most cost-effective and efficient route to get your product to the marketplace. Abandonment and Site Clearance can be accomplished in a safe and environmentally friendly manner. Let us assist you in doing all the necessary legwork to insure a timely, successful project. We can assist in every aspect of abandonment and site clearance projects from obtaining permits and writing specifications, to providing on-site representation and filing all pertinent data with the necessary agencies. GENERAL INFORMATION The basic responsibility of Louisiana Construction Management & Services, LLC is to serve our client with integrity and competence. We understand that we are being hired for independent judgment and objectivity, technical expertise, analytical skills and concentrated attention to the providing of specific services. We will provide those services and will guard the confidentiality of all client information. We will also inform the client of any circumstances which might influence our ability in providing those services. Before accepting an assignment, we will confer with the client in sufficient detail to understand the project and the scope of expertise needed. Such preliminary consultations are conducted confidentially, on terms agreed to by the client. We will accept only those assignments we are qualified to perform. We present our qualifications on the basis of competence and experience of the staff of Louisiana Construction Management & Services, LLC. All services performed will be billed as either a fixed rate (if the required result can be precisely defined) or at an hourly rate quoted upon agreement of the scope of the job. In addition, the client will reimburse Louisiana Construction Management & Services, LLC all expenses, plus a 15% handling charge added to those expenses. Per diem rates are also available, if desired by the client, and will be agrees upon before the start of any project. Offshore transportation, lodging and meals shall be provided by the client, unless prior arrangements are agreed upon. Invoices will be submitted on a weekly basis and are due and payable upon receipt. Louisiana Construction Management & Services, LLC offers specialized services in the fabrication, construction and installation of inland and offshore facilities and equipment. Our management has a great experience and expertise in our specialization. Associate consultants and inspectors are also utilized when their experience is relevant and beneficial to the client. Because we are specialized, Louisiana Construction Management & Services, LLC maintains an extensive associate consultant and inspectors list which allows us to provide the required expertise faster and cheaper than the client can do on their own. The goal of Louisiana Construction Management & Services, LLC is to provide the highest quality inspection or consulting services to the client. All associate consultant and inspector qualifications are carefully reviewed by management prior to being assigned to a project. This review process is continued throughout the duration of the project. Louisiana Construction Management & Services, LLC places safety and professionalism on the job site as its number one priority on any project. Management, associate consultants and inspectors abide by and strictly enforce all client safety programs and policies. Precise and accurate inspection is required in marine and offshore environments. Inspectors, familiar with the hostile nature in these areas, provide the necessary assurance of reliability and conformity to regulations. Specialized services in these areas are jacket installation and salvages, facilities piping, pipe laying operations (including sub-sea Hot –Taps, tie-ins & burying) and J-tube & riser installations. Inspectors with backgrounds in mechanical, structural, and other disciplines are available to work at land based construction sites or offshore platform installations. Acting as resident inspectors, or on a monitoring basis, our inspectors will ensure that all aspects of the construction fully meet the client’s requirements. Knowledgeable personnel visit vendor plants to assure that the project schedule is being met by the vendor. He assures that all sub-vendor purchase orders are placed, materials are received and in production and that the fabrication process will assure that the required delivery date is met. Development, or assistance in the development and implementation of in-house training programs to meet specific training requirements are available to the client. Experienced training personnel provide course and audio visual development, training at the client’s facility or training at specified sites around the world.
